Regulations governing institutional activities
1. Within the framework of its institutional activities, the Compagnia operates through:
a) the conception and realisation of programmes. A programme, including multi-annual ones, is a coordinated and integrated set of actions aimed at the pursuance of one or more objectives consistent with the Compagnia's aims and sphere of activity, including intersectorial ones. It may envisage integration between directly managed initiatives (including the promotion of, or participation in, operators such as those mentioned in the following point), support for projects and institutional support for the activity of external operators, to be identified also through calls for proposals. For multi-annual programmes, in addition to the initial allocation, further annual funding may be resolved;
b) its own structures, called "instrumental organisations", which constitute specialist units through which interventions in specific sectors of activity are channelled. The qualification as an "instrumental organisation" is recognised by the Compagnia with a specific resolution of the Consiglio Generale on the proposal of the Management Committee, as indicated in article 7, sub-section 3. The list of operators who fall within the category of this letter (organisations covered by article 22 of the Compagnia's Articles of Association are in any case included) shall be updated on an annual basis;
c) the promotion of, or permanent participation in, private juridical persons, social enterprises as defined by legislative decree n. 155 of 24 March 2006, or consortia or similar, operating exclusively in the sectors of institutional activity, consistent with the planning guidelines and having particular sectorial or geographical importance, within the context of which forms of cooperation with external operators may be identified. The list of operators who fall within the category of this letter shall be updated on an annual basis;
d) financial and, when possible and opportune, technical and organisational support, for projects and similar initiatives, whether conceived internally or presented by operators who possess the requisites indicated in article 5, sub-section 1, and selected according to the criteria established in article 6, sub-section 1. This category includes support for pre-project planning and experimentation. In general co-financing schemes will be favoured and incentives provided for forms of cooperation among proponents;
e) institutional support to a limited number of bodies which, in addition to possessing the general characteristics of admissibility identified by the Compagnia, are important operators in the sector and geographical area in which they work and offer guarantees of continuity of their activity over time. Whilst as far as the attribution of the resources is concerned, priority shall be given to the types of intervention indicated in letters a), b) and c) of this sub-section, the criteria regarding institutional support will follow the principles laid out in article 6, sub-section 2.
2. The Compagnia shall produce directly or indirectly documentation, study and research (with particular attention to context, feasibility and sustainability analyses of the projects and programmes), training and the definition of the methods of evaluation, communication and dissemination of the results of its activities, necessary for the achievement of its mission. The Secretary-General is responsible for the utilisation of the resources earmarked for this purpose in the annual planning Document stage.
